Guterres said the proposed pledge should be based on three core principles: "safety testing and oversight," "zero tolerance for abuse," and "crisis support systems." Stressing that responsibility cannot be shifted to algorithms when a child is harmed by artificial intelligence, Guterres said, "When a child is harmed, the response must never be, 'The algorithm did it.'"
