Guterres said attacks and disruptions to maritime traffic in the Strait of Hormuz and the Red Sea are limiting the movement of energy, fertilizers and other essential goods.

Referring also to the conflicts following Russia’s full-scale invasion of Ukraine, Guterres said the attacks threaten sea routes that are important for the export of oil, grain and other agricultural products.

Guterres said the situation is leading to higher prices, increased hunger and harsher living conditions, particularly for the world’s most vulnerable populations, stressing that the unhindered exercise of the rights and freedoms of navigation is one of the fundamental elements of peace, security and shared prosperity.

Guterres said protecting these rights and freedoms is a legal obligation and a humanitarian necessity.
