Following the Russia-ASEAN Summit, the “Kazan Declaration 2026” was adopted between the Russian Federation and the Association of Southeast Asian Nations (ASEAN).

Through the Kazan Declaration 2026, the parties committed to developing their 35-year relationship based on the principle of “unity in diversity” and strengthening their strategic partnership.

The declaration emphasized maintaining an ASEAN-centered regional security architecture to support peace, security, and stability across the Asia-Pacific, Indian Ocean, and Eurasian regions.

The document calls for enhanced cooperation through mechanisms such as the East Asia Summit, the ASEAN Regional Forum, and the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus).

The parties also agreed to strengthen cooperation in maritime security, including freedom of navigation, peaceful dispute resolution, counter-piracy efforts, and the protection of critical maritime infrastructure in accordance with international law.

The declaration further envisions increased capacity-building and information sharing in areas such as health security, biosecurity, climate change, and combating cybercrime.

In the economic sphere, the parties aim to expand cooperation in trade, investment, energy, food security, transportation, digitalization, science, technology, and artificial intelligence.

The document also contains provisions supporting ASEAN’s relations with the Eurasian Economic Union (EAEU) and the Shanghai Cooperation Organisation (SCO).

Within the framework of cultural cooperation, the parties agreed to encourage initiatives related to tourism, arts, sports, and the preservation of cultural heritage.
