Russian Human Rights Commissioner Yana Lantratova said that, together with the Russian Ministry of Defense and relevant agencies, they regularly submit exchange lists to the Ukrainian side.

Lantratova claimed that over the past month they proposed three different lists consisting of servicemen and people convicted of various crimes in Russia, but that Ukraine refused to take back its own citizens.

Lantratova said Russia had agreed on an exchange list involving 224 Ukrainian citizens in return for people awaiting their return to Russia. She stated that these were Ukrainian citizens convicted of various crimes on Russian territory.

Lantratova claimed that the exchange of the 224 people was ready to take place the following morning, but that Ukraine did not accept the list.

The Russian official claimed that Ukrainian authorities were abandoning their own convicted citizens by refusing to take them back. Lantratova said Russia was ready for different exchange formats and that their aim was to secure the release of people being held captive by the Russian side.
